U Regulation 2026/405 — What the New Detergent and Surfactant Rules Mean for Exporters

The European Union has published Regulation (EU) 2026/405 on detergents and surfactants, the most significant overhaul of this regulatory framework. For exporters to the EU market, understanding these new requirements is essential.

Regulation (EU) 2026/405 was published on 2 March 2026 and will become applicable on 23 September 2029. The regulation updates labelling requirements and introduces a Digital Product Passport (DPP) among other things. All detergents and surfactants placed on the EU market must have a Digital Product Passport, linked to the product via a data carrier such as a QR code on the label or packaging. Customs and market surveillance authorities can use the DPP to more effectively verify the compliance of imported products.

The DPP provides comprehensive product information including ingredients, safety data, compliance records, and traceability information. This is a new digital system designed to enhance market surveillance and transparency for both authorities and consumers.

In addition, ECHA has opened a consultation on the PFAS restriction proposal, and the agency has announced 27 substances for evaluation under the REACH Community rolling action plan (CoRAP) for 2026–2028.
